Bill Ferdinand’s practice focuses on representing clients in the Maine Legislature and practicing energy, environmental and land use law. Bill leads the legislative lobbying team for the firm. He represents a wide variety of clients in the Maine Legislature, from multi-national corporations to small businesses and individuals. Bill also provides state and municipal regulatory advice and assistance, particularly in the areas of energy, environmental and land use law.

Representative Legislative Experience:

  • ISO New England on public policy and regulation of electric energy system and markets.
  • Maine association for forest products industry on all policy matters — forestry regulation, land use regulation, environmental protection, and taxation.
  • Maine water and sewer utilities
  • National association for the computing technology industry
  • Maine health care providers — including hospitals, long term care, mental health, pharmacy, and ambulance services.
  • National specialty healthcare insurer on state healthcare and insurance policy, and procurement matters
  • International on-line education service company on public education policy.
  • International manufacturing company on transportation policy issues.
  • National energy services company on energy conservation legislation, and energy service contracts in Maine.
  • YMCA Alliance of Maine on public policy to promote healthy living, youth development and social responsibility.
  • Maine cemeteries and crematories on regulatory policy issues, including crematory regulations.

Representative Energy, Environmental and Land Use Experience:

  • Counsel to ISO-NE in proceedings before the Maine PUC — including MPUC review of improvements to the Maine transmission system.
  • Counsel to water, sewer and electric cooperatives on regulatory matters.
  • Counsel to lenders, purchasers and developers of energy facilities in Maine on environmental and land use aspects of sales transactions, and land use/environmental permitting of facilities.
  • Counsel to land owners and real estate developers in planning and construction of tourism and housing developments that combine modern infrastructure with conservation lands.
  • Counsel to coastal land owners on construction in the shoreland zone (homes, docks, clearing vegetation)

Prior to joining Eaton Peabody, he was on the staff of the State Planning Office where he advised the Maine Legislature and state agencies on environmental and economic development policy.
