Bill leads the legislative lobbying team for the firm. He represents a wide variety of clients in the Maine Legislature, from multi-national corporations to small businesses and individuals. Bill also provides state and municipal regulatory advice and assistance, particularly in the areas of energy, environmental and land use law.

Representative Experience

  • Ongoing representation of Maine timberland owners on all current state legislative policy matters, including forestry regulation, land use regulation, environmental protection, and taxation.
  • Ongoing representation of ISO New England in the Maine Legislature on electric energy system and markets. Represent before the Maine PUC, Including MPUC review of the largest upgrade of the Maine transmission system.
  • Ongoing representation of a large healthcare system in Maine Legislature on all health care funding and policy issues (hospitals, long term care, mental health, pharmacy, ambulance).
  • Representation of a national on-line education service company in passage of a new charter school legislation, and establishment of a virtual charter school in Maine.
  • Representation of a leading national energy services company on energy conservation legislation, and securing contract for energy services in Maine.
  • Representation of the YMCA Alliance of Maine on legislation to promote healthy living, youth development and social responsibility.
  • Represent Maine cemeteries and crematories in the Maine legislature. Developed the DHHS crematory regulations for Maine.
  • Advise lenders, purchasers and developers of energy facilities in Maine on environmental and land use aspects of sales transactions and siting of new facilities.
  • Advise land owners and real estate developers in planning and construction of tourism and housing developments that combine modern infrastructure with conservation lands.
  • Advise coastal land owners on construction in the shoreland zone (homes, docks, clearing vegetation)

Prior to joining Eaton Peabody, he was on the staff of the State Planning Office where he advised the Maine Legislature and state agencies on environmental and economic development policy.
