Municipal Law & Finance

Don has been involved in all aspects of Town and City Management in the State of Maine for 37 years. He recently retired from the Town of Brunswick after serving 19 years as its Manager. Prior to that Don managed the Town of Gorham for 10 years. He has also worked in Auburn and Rockland.

In 1993 he was elected by his peers from all over the world to serve on the Board of the International City/County Managers Association as a Regional Vice-President and was then chosen by the membership in1996 to serve as the Association's President. This allowed him to travel throughout the United States and Europe meeting managers and discussing issues facing themselves and their communities.

Don has extensive experience in all facets of Municipal Government including:

Council/Selectmen/Manager Relations
Led sessions on this topic for both Maine Municipal Association and Maine Town and City Managers Association. He maintained excellent relationships with the Councils in all Towns during his career.

Ethics for Staff and Elected Officials
Don conducted sessions on ethics and ethical behavior for elected and appointed municipal officials for various communities. He served as the Chairman for both ICMA and MTCMA Ethics Committees.

Manager Evaluations
Participated in determining the appropriate process and documents used for annual manager evaluations.

Town/School Relations
Developed and maintained an excellent relationship with Brunswick
School Superintendent. Presented, with superintendent, the benefits of this unique relationship to municipal and school officials from around the State.

Goal Setting for Elected Officials
Worked annually with elected officials to set realistic Council goals. These sessions included how the Council could work effectively among themselves.

Municipal Budgeting
Prepared and managed multi-million dollar municipal budgets.

Personnel Issues
Involved in all areas of personnel from the hiring process to termination issues.

Regionalization
Initiated and founded, along with managers in Bath and Topsham, the first Brunswick/Bath/Topsham Economic Development Organization which has formed into a Council of Governments.

Union Negotiations
Negotiated all aspects of union contracts with Police/Fire/Public Works/Communications/and General Government workers. Negotiated with Maine Association of Police, Teamsters, International Firefighters Association, American Federation of State/County/Municipal Employees and numerous independent union representatives.

Federal Relations
Have working relationships with Congressional Delegation on Federal Issues affecting municipalities such as the closing of the Brunswick Naval Air Station.

University/College/Town Relations
Extensive background working with the University of Southern Maine Gorham and Bowdoin College on dealing with unique issues that a college and university present to the local community.
