Dick has been involved in municipal finance and administration for 40 years with the City of Lewiston Maine. He recently retired from the city after serving the past 29 years as Director of Finance. Prior to that, he served as Assistant Controller and Purchasing Agent for the city.    

Dick was a founding member and Charter President of the Maine Government Finance Officers Association (MGFOA). In 1994, Dick was selected as Finance Officer of the year by MGFOA.

Dick has extensive experience in all facets of municipal finance and administration including:  

Municipal Budgeting
Prepared and managed multi-million dollar budgets for all funds; general fund, utility (water & sewer) and special revenues.    

Financial Reporting
Provided financial reporting and analysis of municipal operations, water and sewer utilities, redevelopment corporations and civic center operations.    

Debt Service Financing
Developed and managed the financing of capital projects to include tax-exempt and taxable general obligation bonds; pension obligation bonds; Qualified Zone Academy bonds and refunding bonds.    

Tax Increment Financing
Participated in negotiations and development of agreements for the establishment of 12 Tax Increment Financing Districts and managed program development funds.    

Joint Services
Participated in many joint service ventures with the Cities of Lewiston and Auburn including the establishment of Joint Purchasing with the City of Auburn and serving as the Lewiston representative on the Auburn Lewiston Airport and the Lewiston Auburn Transit Committee.    

Loan Programs
Provided financial analysis of commercial and housing rehabilitation loan applications and chaired the city’s Loan Qualification Committee.    

Risk Management
Administered risk management activities for the city including property, casualty and workers’ compensation programs.
