Wind Farm Projects
Eaton Peabody Consulting Group has been at the forefront of advising and assisting communities to design tax increment financing (TIF) districts as a way to encourage wind energy development designed to meet community fiscal and economic development needs.EPCG worked in Franklin County and Washington County to develop the first-ever TIF districts at the County level. EPCG is currently advising communities in the Lincoln area and in Oakfield on their wind projects and associated TIF programs.
We worked with leaders from Washington County to develop a TIF District that will benefit future tourism and small business development. On January 22, 2009 the Stetson Mountain wind project officially went on-line, generating 167 million kWh annually of green electricity. As the first-ever approved TIF program in Maine’s Unorganized Townships, the $60 million project will help support a variety of economic development projects in Washington County.
In the Lincoln area, we worked with four small rural communities to design TIF programs for the “Rollins Project.” We are in the final stages of working with these communities to negotiate TIF programs that will help finance, among other things, road reconstruction in Winn, fire stations and equipment in Lee, and downtown improvements in Lincoln.
We have assisted these communities in a number of ways, from organizing and planning community forums and informational meetings to negotiating and finalizing tax increment financing (TIF) agreements. We are sensitive to the fact that, in some cases, commercial wind projects in rural areas can have significant adverse fiscal impacts; but EPCG has successfully worked with our municipal and county clients to ensure that wind energy projects provide significant gains for their community. Trained and experienced in community and regional planning, we realize that each project, company, and community is different. We worked closely with our clients on these projects to assess and identify community needs and potential benefits.
