Noreen G. Norton

Noreen brings to clients in both the public and private sectors her experience on a wide range of projects that have generated economic growth and community development. She has extensive experience in development and analysis of tax increment financing (TIF) programs and her expertise in providing financial modeling for such programs is widely recognized. Her expertise is also sought for strategic planning and organizational structuring and for marketing, economic and tax impact analyses.

Noreen serves as the Vice Chair of the Maine Downtown Center and served seven years on the Augusta Development Commission. She also has served as Director of the Capital Riverfront Improvement District, Director of Economic & Community Development for the City of Gardiner and as Associate Director of Economic & Community Development for the City of Augusta.

Noreen has a history of involvement with highly successful public/private projects, including the Maine Yankee Site Redevelopment Plan and Economic & Tax Impact Study in Wiscasset and Lincoln County; the Dirigo Pines retirement community in Orono; Downtown TIF Districts in Augusta and Richmond; the Affordable Housing TIF Development District in Augusta; and successful TIFs for Poland Spring Water Company in Hollis and Poland, Dragon Cement in Thomaston, RiverPlace in South Portland, Sensor Research in Orono and for businesses in Searsmont, Machias and Eustis.
